Lodi's utility infrastructure maps were outdated and inaccurate. The City wanted to create a new asset management system using GPS technology and leverage the GIS base information available through Columbia County.

MSA used handheld GPS technology with Trimble’s new Geo series GPS units to create a complete inventory of all City water, sanitary sewer, and storm sewer collection system components to an average accuracy of 15 inches. The inventory also included a collection of the electric utility’s light poles. MSA developed GIS maps as well as comprehensive databases to track conditions, materials, sizes, inspections and cost/value information. The City can access, manipulate and edit this information through a  web-based delivery system. MSA provides system maintenance and hosting services for the application. The City plans to expand the system to include sidewalk and tree management.
