The former J&J Castings property consisted of an old roadhouse, oil house, garage, office and school building.

The City of Two Harbors planned to redevelop the area on which the former J&J Castings property was located. However, because many of the structures on the property contained lead based paint, the City hired MSA to prepare a Case Specific Beneficial Use Determination (CSBUD) permit to request approval from the Minnesota Pollution Control Agency (MPCA) for the crushing, temporary storage and re-use of concrete and brick contaminated with lead based paint as aggregate base course. This re-use saves landfill capacity and reduces the amount of raw materials used in construction and other industries.

MSA’s project team assessed the property for asbestos and other hazardous materials that require proper handling and disposal prior to demolition. The lead based paint was treated with a lead barrier compound prior to demolition and then crushed to immobilize the lead. The MPCA granted the SCBUD for 3,700 cubic yards of concrete and brick generated during the demolition activities.
