The anchor facility in the Village's new Civic Campus is a new 18,560 square foot Public Library. With a high concentration of homes and families in the area, the new library will be a hallmark public facility to foster Holmen as a great place to live. The design for a facility that encourages community socialization in the context of learning. This fast growing community has long since outgrown their existing public library. Based on a MSA 2011 site selection study as well as a follow-up site development study, a series of properties were acquired by the Village, buildings demolished and a new civic green space will fill the areas thus expanding the existing Halfway Creek Park and downtown area. The campus includes walking paths, stormwater infrastructure, public open green space, a new Police station and the proposed new library.
Internal views out onto the green Civic Campus were an organizing factor for the new 18,000 square foot facility. A central entry and lobby with circulation desk allow effective supervision of the facility with a small staff, while developing distinct adult, teen & children’s areas with diverse seating areas. The library also includes a distinct programming and restroom area with community displays and a large sub-dividable program room with an adjacent conference room that also subdivides into two small study rooms. The Program room area is integral to the Library during library hours but can also be isolated to allow for after hors community usage. The facility also includes a librarian area with the tenant office areas for the central Lacrosse County Library System. A partial lower level provided abundant storage areas and space for the facilities mechanical systems thus allowing for maximum utilization of the main floor.  
The exterior aesthetics responds to the park-like Civic Campus setting with trellis work and has similar materials to the recently completed and nearby Holmen Police Station including decorative masonry walls and metal roofing. The project opened on time and under budget in September 2017.
