Wastewater Treatment Facility Phase I & II ESAs

The WWTF upgrade plan required removing a large quantity of soil during construction.
The City of Two Harbors needed to upgrade its existing Wastewater Treatment Facility (WWTF) to current a sanitary sewer overflow problem. The City hired MSA to complete Phase I & II ESAs in conformance with the scope and limitations of ASTM Practice E 1527. After identifying soil contamination within four feet of the ground surface, the project team prepared a Development Response Action Plan (DRAP) and hauled nearly 17,000 cubic yards of soil off site.
