MSA has been awarded a 2025 Master Contract agreement with the Minnesota Department of Health (MDH) to act within a pool of consulting engineers in helping Community Public Water Systems (CPWS) in Minnesota achieve compliance with the EPA’s Lead and Copper Rule Revisions and Lead and Copper Rule Improvements.
MSA is able to provide technical assistance to help communities determine the material type for any remaining “unknowns” reported on their already submitted Lead Service Line (LSL) inventories.
As part of this Master Contract agreement with MDH, MSA is available to provide service line inventory assistance via:
- Records review for Lead Service Line (LSL) inventory development
- Visual inspection for LSL inventory development
Applying for LSL Technical Assistance
To apply for technical assistance, CPWS staff members or elected officials must submit an online application to the Minnesota Department of Health by 4:30 p.m. Friday, March 14, 2025.
Applicants may select and submit the name of a preferred contractor/consulting engineer to assist with the LSL technical assistance. If a preferred engineer is not selected, one will be assigned by MDH.
How can MSA Help?
MSA has a team of experienced professionals with direct, hands-on experience helping communities across the Midwest review records, codes and ordinances to determine the extent of lead service lines; assess plans and specifications from water main installations or rehabilitation/replacement projects; inspect identified locations for lead materials; and leverage GIS to streamline further inventory and inspection as needed.
Contact us today with any questions, requests for assistance filling out the MDH application, or information about how we can be your partner in “getting the lead out.”
